  NMS-20112: Remove the IRCcat notification channel

IRCcat writes an unauthenticated cleartext line to a plain TCP socket
and the bot it targets is unmaintained, so the channel has no viable
deployment path.

Removes IrcCatNotificationStrategy and its test, the stock and example
ircCat notification commands, and the irccat.host/irccat.port system
properties. The command used contact-type email, so no contact type or
users.xml compatibility shim is needed.
