NMS-20119: destination path UX — 30s default, trimmed methods, interactive help
Default a new path's Initial Delay to 30s. Hide the methods that have no
supported config path (IRC, the Microblog variants, XMPP message/group)
from the picker while keeping any a legacy path already uses. Add
click-popover HelpBadge help on Initial Delay, Escalate After and the
per-target Interval, placed beside (not inside) the field label so the
click opens the popover rather than the select.
