  NMS-20100: PrimeVue Notifications page with a General configuration tab (#8709)

Rebased onto release-36.x: the General Notifications page and its
notification-config REST/service layer applied onto the 36.0.3 line
(previously this work sat on a develop-based epic at 37.0.0).
