  WIP adhoc graphs SPA

Also contains fixes for:
 * The time-picker had broken durations for 7 of 12 choices
 * The Data tab in the Vue graphs was backwards, and lacked a real
   timestamp (was HH:MM)
 * OnmsTabs.test.ts was flakey and failed about 1 time in 3
