  NMS-20129: adopt FormField top-label pattern, drop raw PrimeVue imports

Replace the IftaLabel/nested-label markup in the location editor with
FormField's label/for props per ui/CLAUDE.md, and swap the PrimeVue
Message error banner for a styled div so the page carries no raw
primevue/* imports. Drop the unsupported minFractionDigits prop from
OnmsInputNumber (only maxFractionDigits is part of the wrapper API) and
make the feature's files pass pnpm lint.
