  NMS-20267: convert the node inventory search page to Vue

Replace the legacy element/index.jsp "Search for Nodes" form with a Vue page
that builds the same query and routes into the existing node list, which
already tracks these query keys. Each criterion (name, IP-like, MIB-2 system
attribute, SNMP interface attribute, location, providing service, MAC, foreign
source, flows, Enhanced Linkd topology, asset category, asset field) pushes to
/nodes with the matching parameters; the Search Options help moves alongside
the form. Repoint the Search Inventory menu entries at the Vue route.
