NMS-20268: UI/UX review round - create dialog, chips, editor polish !smoke
The list header drops the inline name field for a Create New Outage
button with a small dialog, and gains a subtitle with the info button.
Node search moves to the v1 ilike comparator for a real case-insensitive
match (v2 FIQL wildcards are case-sensitive LIKE); interface hostname
search ORs the raw and lowercased term, which covers lowercase-stored
DNS names.
In the editor: Go Back replaces the top Cancel, the primary action reads
Create or Save by mode, a new outage starts with a pre-selected type,
and content-sized grid rows remove the blank band above Outage Type.
Selections render as OnmsChips, with match-any shown as All Nodes / All
Interfaces instead of the wire token. The time-span editor says Add
Timespan on a fit-content button, labels the day row Day of Week/Month,
and resets the shared day field to a valid default on type switch.
Date/time picker controls stay OnmsSelect pending the planned control.
