  NMS-20282: routed Group editor page; pre-populated rename dialog

Add/Edit Group moves from a dialog to a page at /admin/groups/:groupName
('create' for a new group, per the SNMP source-detail convention) - the
form outgrew a dialog, and this matches the direction NMS-20281 sets for
users. The page carries over the dialog's semantics: detached original
for untouched round-tripping of unexposed fields, changed-input-only
comment validation, ordered member list, in-page server errors, and a
not-found guard so a deep link to a deleted group cannot save a blank
replacement over it.

The rename dialog now opens pre-populated with the current name, with
Rename disabled until the name actually changes.
