NMS-20108: store calendar entries in server time, name the split day, repoint all menus !smoke
The calendar dialog displayed entries on the server's wall clock but stored
the picker's browser-local fields, so an admin in another zone saved a
different instant than the one shown. The picked instants are now expressed
in the calendar's reported zone before saving, the hint says which zone is
used for display and entry, and a preview shows the converted range
whenever the two zones differ.
The overnight-split hint named only the times, which puts both halves on
the same day for weekly and monthly entries; it now names the following
weekday or day of month. The default and alt menu templates still pointed
the On-call Roles entry at the legacy JSP.
