  Add Architecture and Deployment Planning docs chapter

Add a four-page chapter to the Deployment module that frames OpenNMS as a
platform for data ingestion. It covers the data domains and pull/push
ingestion, a scenario-based growth path from a single host to a
distributed deployment, and four worked example deployments in an OSS
stack, with accompanying SVG diagrams.
