  docs: Correct the RHEL 10 installation directions

Remove the Java install step from the RHEL 10 directions. It added the
third-party Adoptium repository, which is not needed: the package
dependencies pull in a JDK, as they do on CentOS/RHEL 9. The adoptium.adoc
partial had no other consumer, so remove it.

Drop `dnf -qy module disable postgresql` from the PostgreSQL setup, since
RHEL 10 no longer ships a postgresql DNF module. The CentOS/RHEL 9
directions are unchanged and keep the step.

State in the repository note that RHEL 10 uses the RHEL 9 repository file
and needs gpgcheck disabled, rather than only referring to NMS-19071.

  docs: Update Java references from 17 to 21

Set compatible-javajdk to 21, which drives the JDK row in the system
requirements table and the Java prerequisite lines on the Minion and
Sentinel install pages.

Correct headings and prose that still said Java 17 while the command
underneath already installed 21: Minion and Sentinel on CentOS/RHEL 9,
the RHEL and Debian upgrade paths, and the air-gap install.

Update the build-from-source prerequisite. The root pom enforces Java
[21,22) and compiles at source and target 21.

  docs: Add a shared Set up Java section to the core install page

Java setup previously appeared only inside the RHEL 10 tab, where it added
the third-party Adoptium repository. Give it its own section between the
PostgreSQL and core install steps so it applies to every supported
distribution.

State the required Java version, point readers at their own package
manager for a distribution OpenJDK build, and link the Adoptium
installation documentation for Eclipse Temurin rather than repeating
vendor repository setup that only covered RPM-based systems.

The version in the first sentence uses page-component-version, so it
renders the component version for both Horizon and Meridian.
