  NMS-20099: Add release-note breaking-changes entry for the XMPP removal

The XMPP notification removal merged without a whatsnew.adoc entry;
this documents the removed strategies, the ignored
xmpp-configuration.properties, and that users.xml files with
xmppAddress contacts remain valid.
