MIB compiler user interface problem on Windows

I'm, working with OpenNMS 21.0.0 on Windows preparing to upgrade from v18.0.2 and am having user interface problems with the MIB compiler.

Aside from the file picker button, all of the other buttons, flyout menus and frames display as flat text superimposed over either the tree on the left or the log text on the right.

I attempted to go through the process of uploading and compiling a MIB and generating events, but it's impossible to view or save the generated events because the list is superimposed over the log text underneath.

I tried Chrome, Firefox and IE and they all have the problem on v21.0.0 and all work fine on v18.0.2.  Test configurations below:

OpenNMS v21.0.0 Server Configuration:
Windows Server 2012 R2

  *   Java 1.8.0_152
  *   PostgreSQL 10.0.1
  *   OpenNMS 21.0.0

OpenNMS v18.0.2 Server Configuration:
Windows Server 2012 R2

  *   Java 1.8.0_112
  *   PostgreSQL 9.5.4.2
  *   OpenNMS 18.0.2

Client PC Configuration:
Windows 7 SP1

  *   Internet Explorer 11
  *   Chrome 61
  *   Firefox 56
  *   Java 1.8.0_144

Has anyone else seen this problem or have suggestions for getting around it?
