Upgrading from 19.1.0 to latest

Is there any documentation that lays this out? Specifically: upgrading Postgresql from 9.2 to 9.3+ upgrading OpenNMS from 19.1.0 to latest. The only docs I'm finding are what to do after the upgrade in the event there are issues.
