hi the plugin manager is core standard feature and doesn't need a separate install. I'm not sure why your version is not showing the plugin mgr on windows but Unless there is a packaging issue with the windows installer which is leaving the plugin manager jars out of the build the plugin manager should be visible on the admin ' configure OpenNMS' page btw there have been issues with the plugin mgr on 21.0.x which have been fixed in 21.0.4+ it certainly works on centos. .
