Users don't have to get the default surveillance view, the way it works is:

1) User gets the surveillance view having same name as the user's user ID.
2) User gets the surveillance view having same name as one of the user's group names.
3) User gets the default surveillance view.

So, you avoid the error by giving each group of users (customer_a) surveillance views that don't have categories they users can't see.

The current design of SVs and ACLs probably makes this impractical to resolve in the manner you have described.
