Thanks again Ben, you were quite correct.

In my attempt to merge my custom config from 21.0.4 with the 21.1.0 install, I inadvertently copied the config.properties from the 21.0.4 install.

Now that I have the correct config.properties, it is all working.

I’ll have a look there.

By the way, I forgot to mention before, but when I built the sandpit server (Azure, Oracle Linux 7.4.0.0.2) just prior to performing the OpenNMS upgrade test, the post deploy Yum update that I ran, updated the server to Oracle Linux 7.5.  Not sure if that is relevant to this issue or not.

As I’m still only looking at 21.1.0 in my sandpit environment, rebuilding the sandpit environment is always an option…

There were changes to a number of the karaf-related files that you may want to make sure actually got updated.  That error looks a bit like it's still referring to the old versions.  You can always compare against the "etc-pristine" directory installed alongside the packages.
