New data collection service is not added to database

Hello, We had ONMS19 and upgraded that to ONMS21 a couple of days ago. We can add new data collection services (http, jmx, snmp) without a problem and response time data along with other collected data can be shown. We have a problem that new services are read from file but are not added to the database immediately after restarting opennms.(service table). We retrieve service names from this table and need this to be consistent with the files. Is there anything in the upgrade process? We didn't have this problem with ONMS19.
