How to provision device pairs with HSRP so the shared address(es) live on a separate node

I have a number of devices in my network where there is a pair that
share one or more HSRP addresses.

I would like to set up provisioning so that the individual nodes have
their unique interfaces with the "real" IP addresses, and have all the
shared HSRP addresses end up on a third node.

I set up a requisition for this on one of the pairs, but the node that
currently owns the HSRP addresses and the third node ended up with ALL
of the interfaces, discovered with SNMP.

How can I prevent the node that currently owns the HSRP addresses from
ending up with those interfaces, and the third node from ending up with
the 'real' interfaces?  I suppose that I need to have auto-discovery of
new interfaces disabled on the three nodes for an HSRP pair.

Once I've figured that out, then I will move on to setting things up so
alarms on the 'real' nodes will not result in notifications.

I asked this question on this list way back in 2012, and never got an
answer.  I lost my OpenNMS install due to user error shortly after
asking that question.  I'm now in the process of setting it up again.
The version is 21.1.0.  The version I was running before I lost it all
was 1.10.10.
