OpenNMS 22.0.0 changed to the "Backshift" engine for rendering resource graphs by default (see https://issues.opennms.org/browse/NMS-10152). I think you may be seeing this bug in Backshift impacting the zoom behavior: https://issues.opennms.org/browse/BSHIFT-172 You can revert to the older "png" engine by editing $OPENNMS_HOME/etc/opennms.properties, and setting org.opennms.web.graphs.engine to "png".
