Any chance you may have disabled Notifd at some point in the past, via service-configuration.xml ? 'service opennms -v status' shows it running? Shot in the dark, because I'm out of ideas. I ran several releases of 19.x and had notifications working on all of them. Never had a problem there, unfortunately.
