This what I found in notifd.log

Strange, we use a lot of them and they are all working perfect.

Try this: enable debugging for the notifd in log4j2.xml

        <KeyValuePair key="notifd"               value="DEBUG" />

and check /var/log/opennms/notifd.log tho see what's going on there.
