I think if you:

1) go to the Node's Admin page
2) select Manage and Unmanage Interfaces and Services
3) "uncheck" the service with the outage
4) click Apply.

It will clear the outage.

You can then repeat the process and recheck (select) the service.

You should see the service on the node page go from "Manged" to "Forced =
Unmanaged" and back to "Managed" as well as the outage being removed.  =
You should also see events:

- Polling will be discontinued for XYZ service on interface 123
- Polling will begin/resume for XYZ service on interface 123

There is probably a way to do this via the ReST API, too.
