snmp dataCollectionFailed is not auto-clearing

This may be normal so I thought maybe I should ask before I start trying to "fix" it. A bunch of our nodes have alarms for dataCollectionFailed on service snmp and yet the snmp service is green on them. This seems to happen when I restart OpenNMS or when we have the rare network outage. I've been expecting those alarms to be cleared once an SNMP data collection succeeds but that's not happening. Am I missing something? Maybe it's a design choice to make sure we know it happened? If that's not normal, I'll follow up with questions about what might be causing it.
