Ouch!  OpenNMS is apparently trying to fetch http://www.w3.org/TR/html4/loose.dtd 
  from the Internet. That's definitely a bug--one that might have  
already been fixed. What version are you using?  Check bugzilla.opennms.org 
  and see if you can find an already existing bug for this problem  
(open or closed).

Can your Opennms server reach the Internet?  Is there possibly a proxy  
in the middle that is blocking outbound HTTP requests?
