Abstraction between Monitoring Areas

Hi We are using opennms to monitor areas that are totally distinct in their duties and tasks. One of the requirements is to isolate each area completely, meaning that they can only see their nodes, alarms...events..notifications....like they were different OpenNMS installations. Following the dashboard/categories/user approach is halfway for what we need. Basically, i would like to know if it is possible to customize OpenNMS in way that each area will be limited to their own world. One example would be to have 2 servers one for each area...1 database server with 2 opennms instances...and remote pollers connecting to the relevant server ... does this sound like a feasible approach? Or is this possible to accomplish just by using filters and other features? Any ideas are welcome.
