Turns out that the liquibase configuration uses an XML schema definition
that points to their web site (http://www.liquibase.org/) and their web
site has been intermittently down today.

I've just finished putting out a 1.8.0-2 which removes the reference so
that it doesn't bomb.  Try updating to that and see if it helps.
