I guess the problem is the environment $OPENNMS_HOME and sudo. 

Try this, 

run a root shell with

	sudo -s

check your environment with

echo $OPENNMS_HOME
echo $JAVA_HOME

If not set your environment for the variables above

run $OPENNMS_HOME/bin/runjava -s from the root shell
run $OPENNMS_HOME/bin/install -dis from the root shell
