The iptable rules were not related to opennms it was related to syslog and allowing logs to be shipped to a syslog server... The problem was I disabled networkmanager which was managing the IPs and edited the /etc/network file manually setting it to static.. After this postgresql was having trouble starting which lead opennms to also complain about starting... Enabled networkmanager, postgresql was able to start and then opennms was able to start as well...
