Open NMS on Vista

Hello All,

I've installed open NMS on a Vista 32bit machine it took some doing as the jicmp.dll file was missing or corrupt or it couldn't find it, anyway I downloaded it and put it in the Java JDK folder and it seemed to install everything just fine no errors in the log file however when I try to fo to the http://127.0.0.1:8980/opennms/ url it will not open....Ideas, suggestions? I've tried just about everting I could find on any forums and docs with the same results cannot open the url.....
