JICMP for OpenNMS

I'm trying to get OpenNMS running on a windows platform, and have downloaded
JDK, OpenNMS, PostgreSQL and installed what I can. But I can not find were
to download the jicmp.dll referenced.  The url sends me to a page where I
can find jicmp in the list, but if I click on that it takes me to a page
that only links back to the parent directory. No links for downloading the
file.

 

Any help would sure be appreciated!
