discovery not working

Windows 2003 32 bit domain controller/ dns server hosting latest windows version. Just installed, jicmp in C:\windows directory. 

All looked good during install except jrrd not found in pathes (possibly fine?). Able to log into web gui and manually add servers. Went over discovery settings and restarted. 

So no joy. Any tips?
