poll-outage issues

Greetings,
I just set up openNMS on Centos via yum a few days ago and so far I
love it. I am having one nagging issue though and I'm sure it's just
a configuration thing. I have set up a scheduled outage every
morning, and it is still generating an outage when the service goes
down. When I generate the monthly availability report, it lists the
site as going down. Also it shows the device on the dashboard as
having an uptime of less than 100%. Below is the contents of my
poll-outage.xml file, can anyone see anything wrong?
