Yeah, I don't know when it stopped working, but our signed setup
executables seem to not work anymore.  You should be able to install by
just running the .jar directly as an administrator.

That said, the Windows install is broken in 1.10.1, but I recently got
it working again.  Look for 1.10.2 next week and it should work.
