Constant Node Down and Resolved messages

System (Version 1.10.4 on Ubuntu Linux) is up and running and appears to be working correctly, but I get a bunch of false Node Down/Resolved messages like these:

"All services are down on node NAME.  New Outage records have been created and service level availability calculations will be impacted until this outage is resolved."

"RESOLVED: All services are down on node NAME.  New Outage records have been created and service level availability calculations will be impacted until this outage is resolved."

Any idea how to resolve these?  I adjusted Timeout settings from 2000ms to 5000ms and now 10000ms and still happening at the same rate as before.
