That would depend on how you installed OpenNMS. If you followed the instructions on the wiki, http://www.opennms.org/wiki/Tutorial_Installation, then the jicmp and jicmp6 packages would have been installed if you accepted them to be installed.

If your on a system with RPM/YUM, then you'd see something like this:

# yum list jicmp jicmp6
Loaded plugins: product-id, refresh-packagekit, security, subscription-manager
Updating certificate-based repositories.
Installed Packages
jicmp.x86_64                                                  1.2.1-1                                                  @opennms-stable-rhel6
jicmp6.x86_64                                                 1.0.1-1                                                  @opennms-stable-rhel6

You'd have to figure out the corresponding command for a debian based system. Maybe this will work?

# apt-get list jicmp jicmp6
# apt-get -y install jicmp jicmp6

and then add below line, and then try to start oepnnms....
