You should be able to point apt at this:

  http://debian.opennms.org/dists/opennms-1.6/

ie, add this to your sources.list:

  deb http://debian.opennms.org opennms-1.6 main

However, I suspect it won't work properly on a modern version of
Ubuntu, since the database dependencies will be all wrong.  You will
probably need to run Ubuntu from the same vintage as OpenNMS 1.6 (ie,
early 2009).

It is really really *really* strongly recommended to not run a release
so old anyways, MANY bug fixes have occurred since then.
