The OpenNMS web UI hasn't supported running under an external servlet
container in a LONG time.  OpenNMS uses its own embedded copy of Jetty
along with some custom stuff to tie our newer OSGi-based servlets into it.

You can't really run the OpenNMS web UI under Tomcat, just use it on
port 8980 where it comes up by default.
