You don’t need to do all that extra work of dropping template1 and re-creating it.

Since you are doing a fresh install, this should work:

# sudo -u postgres dropdb opennms
# sudo -u postgres createdb -U postgres -E UNICODE opennms
# /opt/opennms/bin/install -dis

I think you have to resolve this failure "ERROR: new encoding (UTF8) is incompatible with the encoding of the template database (SQL_ASCII)" in your postgres installation.
