    Thanks for the idea.  It didn't work, but it did lead me to 
specifying opennms-webui-1.12.9-2.noarch because the dependency 
condition for that package is the only one with ">=" and it appeared to 
be the condition that was causing the upgrade to 15. This minor change 
to your suggestion allowed the upgrade to complete.   Bizarre dependency 
condition behavior though.
