install command

I'm trying to install the latest version of OpenNMS on Ubuntu 14.04.4. I get to the end of the instructions and it says to run sudo $OPENNMS_HOME/bin/runjava -s. The output says there is no command called runjava. You can't get runjava from apt-get. 
If I skip this step and go to run the next command in the instructions which is sudo $OPENNMS_HOME/bin/install -dis the output says there is no command called install. What am I doing wrong? Any help at all would be appreciated as this is my 4th attempt to install OpenNMS on 3 different versions of Linux. Thanks

Normally, Mailman will remind you of your lists.sourceforge.net

if you prefer.  This reminder will also include instructions on how to
unsubscribe or change your account options.  There is also a button on
your options page that will email your current password to you.
