PS1, Line 10:   adjust to the verbosity of the Make run
Maybe a misread of the intent, but if we want the verbosity of the make run (as in, the way ./configure is run) to affect the cppcheck settings, I can't figure out how ./configure would influence the value of `V`.

E.g., should `./configure --disable-silent-rules` affect what happens when we run `make cppcheck`?
