employee of each department to be connected to the VPN at the same time.

If *that* matches your requirements, please feel free to continue 
disregarding the dozens of times this list has told you that You Do Not 
Want To Do That™.

(Disclaimer: Talking about "key"s as in "client privkey+cert" here. 
Per-department *secrets* for HMAC auth are a different beast.)
