My feedback:
I would not *ever* contemplate running OpenVPN server on a Windows machine!
Doing it on a Linux server is so much simpler and safer in my view.

Even virtualizing a Linux machine on Windows would be preferred, but why bother
when a bare metal Linux server is so simple to set up and keep lean and mean.
