Are directory and file writable for the user OpenVPN runs as?

Does your system use SELinux? If yes, does SELinux allow the OpenVPN 
server process to write into that directory/file?

(Temporarily placing the file in /tmp instead should help you tell 
whether it is indeed a problem with OpenVPN accessing the file, or a 
problem in that OpenVPN doesn't try to write to the log in the first place.)
