After checking, I found dco modules compiled under openwrt seems
lacking something, like "version"

root@OpenWrt:~# ls -la /sys/module/ovpn_dco_v2/
drwxr-xr-x 3 root root 0 Mar 23 06:10 .
drwxr-xr-x 141 root root 0 Mar 23 06:10 ..
-r--r--r-- 1 root root 4096 Mar 23 06:11 coresize
drwxr-xr-x 2 root root 0 Mar 23 06:11 holders
-r--r--r-- 1 root root 4096 Mar 23 06:11 initsize
-r--r--r-- 1 root root 4096 Mar 23 06:11 initstate
-r--r--r-- 1 root root 4096 Mar 23 06:11 refcnt
-r--r--r-- 1 root root 4096 Mar 23 06:11 taint
--w------- 1 root root 4096 Mar 23 06:11 uevent

RHEL9's dco looks like:
ls -la /sys/module/ovpn_dco_v2/
drwxr-xr-x 5 root root 0 Apr 17 17:48 .
drwxr-xr-x 182 root root 0 Apr 11 16:15 ..
-r--r--r-- 1 root root 4096 Apr 18 16:55 coresize
drwxr-xr-x 2 root root 0 Apr 18 16:55 holders
-r--r--r-- 1 root root 4096 Apr 18 16:55 initsize
-r--r--r-- 1 root root 4096 Apr 18 16:55 initstate
drwxr-xr-x 2 root root 0 Apr 18 16:55 notes
-r--r--r-- 1 root root 4096 Apr 18 16:55 refcnt
-r--r--r-- 1 root root 4096 Apr 18 16:55 rhelversion
drwxr-xr-x 2 root root 0 Apr 18 16:55 sections
-r--r--r-- 1 root root 4096 Apr 18 16:55 srcversion
-r--r--r-- 1 root root 4096 Apr 18 16:55 taint
--w------- 1 root root 4096 Apr 17 17:48 uevent
-r--r--r-- 1 root root 4096 Apr 17 17:48 version

it seems openvpn will check the "version" file to confirm that dco
module is loaded.
