OpenVPN v2.6.16 I001 on win7/64 SP1 - should GUI work?

I've updated from v2.6.15 to v2.6.16 on my win7/64 SP1. The update instals without any error messages. However the GUI does not start - it reports a not-found DLL. Is this known and intended behaviour?
