Sorry if I am introducing myself in an otherwise very interesting discussion,
but this looks more and more like traffic obfuscation.

Some recommendations go in the direction of tor obfuscators (without tor
performance issues), which I did have experience with.

Also, in the past, some people disguised VPN traffic in DNS queries.
