Check each network link between the server and the client, ensure they
are not experiencing any packet loss.  traceroute, mtr, and ping are
potential tools for this.

If those links are not in your control, then work with the owners to
obtain some guarantee of service.

Try OpenVPN too, it has a bit more resilience against packet loss.
