In this case, during testing the PPTP server and Windows 7 client were
on the same broadcast domain, there were no intermediate routers.  The
82.y.y.y address was the external IP of the PPTP server, which also
serves as a router/firewall, and has an internal network interface on
the 172.x.x.x subnet.  The packet capture was done on the internal
172.x.x.x interface of the PPTP server.  The packet captures clearly
show ICMP Protocol Unreachable messages entering the internal
interface of the server with source IP and MAC addresses corresponding
to the Windows 7 client.  I can let you have the pcap capture files
privately if you would like.

I have not performed packet captures on the Windows clients themselves
but can do this if necessary.
